GameMaster: USSR voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.

I think I made an insane mistake losing Leningrad in 01. There's no way I could come back from that, since Europe's just completely lost.
