GameMaster: USSR voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.

Yea. I readied some of them, but I couldn't figure out all of the moves I wanted to do, so I put it off. I'm not entirely sure what I would have done, but I likely would have taken India, held MOS, held ALB, and taken ISTAN. Sorry about wasting your time in this game.
