GameMaster: Union voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.

I didn't think the Union position was winnable. You anticipated me by moving to West Virginia. I would have been both quantitatively inferior in terms of number of units, as well as qualitatively inferior due to my weaker tactical position.
