GameMaster: NATO voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.

I completely overlooked Ionian Sea being connected to Yugoslavia. I am used to the other variants where there is an Adriatic Sea. A costly blunder on my part.
