hmm, sounds like at this point, Maybe it could be A.I voters, Your country has so and so voters, and they are randomly generated to vote for certain moves for the first turn and then affected by other player's moves. But if you want to try and influence the A.I voters to vote for specific moves of your choice, It would then get complicated as you would add like, money and goods, products, what not.
Each territory has X voters, If you take a home territory (was that color at the start of game). It can effect what moves are made as most of the voters in that home territory you took, will vote for moves that will not harm the home country of theirs that you took them from.
If a country goes and takes a neutral territory, that territory will be added to the country like it's their own home territory. If a enemy country takes that territory, that was neutral, Those voters will vote for moves that will not harm the country that took them over first.
Examples of some of the things I have said, Italy takes Tyrolia, the X voters of Tyrolia will vote for moves on your units that will not Harm Austria (includes any territory they have that is red, not just sc's)
If Austria takes over the neutral sc, Serbia, It will count as a Home territory of Austria as no one else claimed it first. Along comes Turkey and takes Serbia from Austria, those X voters in Serbia will vote for moves that will not harm Austria as they became a Home territory of Austria.
If you could somehow add in like, a territory can produce X amount of a single product but all territories makes X amount of money. It could actualy make it so all territories, even non sc's have some value, the products and money can be used to help influence voters and make voters that you took from an enemy home territory vote for moves that will harm their home country.
How does this sound? Though, I don't know if this could be implemented onto this site. Also, does sound complicated, doesn't it? lol
I would think the (even non sc's have value through products and money) actualy make a nice touch.
