(and this is unrelated to your declaration of war, which since you did it in the build phase at the and of autumn for some reason, you can't attack me until next autum [what is so difficult about these rules?] ) first, you don't get to order players around, it has to be agreed upon by the rest of us, or at least the majority. and second, no harm no foul. if you hadn't moved i would agree to a penalty against Russia, but you did. so no rule was actually broken. can someone else chime in here, i'm not alone on this am i? |

He clearly broke the rules and Germany, for example, would have been able to try to bounce him in Norw and keep it empty. As for when Germany can attack you, my understanding was that we can attack the phase after we declare (excluding retreats). If the point is to be able to have a turn to move into defensive position, build phase serves that purpose. |
