20 Jan 11 UTC Spring, 1880: perhaps it is do to the fact that you are trying to lay claim to 4 territories, 1 of which is naturally a English territory, and one of which is much closer and more accesible to the Italians.
20 Jan 11 UTC Spring, 1880: The Sultan wonders how the French President can lay claim to Algeria, given that it would take him at least 3 moves to get there (probably 4 or 5 given his claims to Iberia) While Italy can reach it by fall of this year.
20 Jan 11 UTC Spring, 1880: The Belgians wanted to join France. Algeria is more questionable, if Italy objects, then the French President and Italy can work something out. Also, the only neutral that is nnaturally England's is Norway.
