22 Mar 11 UTC Spring, 1901: And just to clarify: the basic rule is that we are not allowed to say one thing and then do something else, correct? It's like a war declaration game except with moves instead of treaties being the thing that can't be broken in my understanding. Is that right?

However unlike treaties, you have the option to say nothing.
