Actually, it's not the player, but it's the Country that goes in CD.
A Country goes in CD when the player running it leaves the game.
Usually there's not a "Leave game" button, but on many Online-Diplomacy sites you happen to be kicked out a game if you NMR 2 consecutive times. At this point the game status turns to "open" or "joinable" and other members can join it by taking over the CD'd Country. If nobody takes it over, the system will automatically order all holds. This is what happens to a Country gone CD.
Here on vDip, default setting is 2 consecutive NMRs, except for the first turn: if you NMR it, your Country goes in CD immediately and the first turn will be not processed & repeated. This default setting can be changed when you create the game, for example by making 1 NMR enough to be kicked out for all the first 'x' turns or for all the game long.
Maybe you wanted to know what happens to the player who left the game. Well, many things happen here on vDip, but those things are different from site to site, so maybe you'd better ask to the staff/members of the site where you're putting your glossary in.

BTW, I've opened your glossary and I've noticed there's not the term "Spam".

Obviousely it gives a very rough explanation of what spam be. It's rather an exhortation to use common sense and moderation. It doesn't state an exact limit.
So nothing you should worry about, but I'm starting wondering things about where your limit is.

There's a vastness of terms that could find place in such a glossary, so the exact question I was wondering is: If you have 100 more questions for your glossary, will you open 100 more threads? I mean, wasn't the first one enough?
