btw, once we start to get up to 18+ centers, and it may take more than 5 min to enter moves, we should pause every phase so moves can be entered.

GameMaster: Confederacy voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.
