As far as I see it I gave him truthful notification of my desire to have him keep Turkey cooped in and he used it to hand the game to Russia on a silver platter. According to articles on non-vdiplomacy sites, Russia and France don't do so well in this variant; Austria and Italy aren't hot players but do improve, and the Wicked Witches really clean up. But every game is different.
