Is this game variant always one that allows for "build anywhere"? I used to play "1898" on another site and one could only build on the home centres. I was completely turned inside out in the second year by countries building on their fronts with me, while I had spent those years opening my home centres to build on. Was a rude awakening to be sure. Can anyone comment to enlighten me?
