GameMaster: England voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.

I had plans to get to 18, but you could have stopped me. If you would have moved Munich to Berlin, supported by Kiel, it would have opened things up
