To start with, I'd like to propose alliances with Prussia (to balance France's power in Western Europe), China (as we'll quite probably face tension over my Indian colonies, as well as Hong Kong), the United States of America (as we may well face a conflict of interests in Canada, and I'm sure you don't want a two-front war involving me and the Confederate States), and Holland (as our colonies in the south-east Pacific are dangerously close). I may also seek communication with Japan (as my fleet in Hong Kong may well take Formosa), Russia (as I'd quite like to discuss a mutual defensive pact in Scandinavia), and Brazil (specifically, I'd like to DMZ the Gulf of Argentina, and issue a demand that no fleets be built in {OLI} or {RDJ}.
