On Thursday at one P.M., the Catholic Monarchy entered into a treaty of alliance with the Prince-Bishopric of Münster. Under the terms of this treaty, in addition to agreeing not to attack each other or assist attacks on each other, or assist in the defense of each other's enemies, our two nations were bound to behave in a manner that was beneficial to both nations, seeking our mutual empowerment and national growth, as is fitting for nations in a friendly relationship. In accordance with this spirit of our treaty and to ensure that the Pince-Bishopric of Münster was aware of the purpose of my movements, I informed Prince-Bishop Peter, on Thursday at six P.M., of my intention to move an army from North Julich to Cleves. The following day, on Friday at twelve P.M., Prince-Bishop Peter sent a message to the Stadtholder of Holland, in which, referring to me in my role as leader of the Catholic Monarchy, he said, "I don't really know what he will do. I would suggest moving to CLE." Later, when the Stadtholder of Holland expressed her concern that Spain was becoming too powerful, he reiterated this suggestion, saying that was "Exactly why you should go to CLE, and let England bounce him in ANT." Though personal occupations prevented me from sending my orders to my army in North Julich that year, had I been able to do so, its mission would have been thwarted as a direct result of the actions of Prince-Bishop Peter. Though this bold disregard for our alliance is the primary reason for my declaration of war upon the Prince-Bishopric of Münster, my decision was reinforced by the movement of one of Peter's armies to Dusseldorf from South Borken, a move the Prince-Bishop also discussed with the Stadtholder of Holland. Peter initially said this was a "mistake," but soon clarified that it was intentional, and that the true mistake lay in his not trusting me. Indeed, this was a mistake on his part, for, by advising the Stadtholder of Holland to move her armies into the very region he knew I intended to enter, he forced to me to declare our treaty Null and Void, and issue this Declaration of War Upon the Prince-Bishopric of Münster. May all the nations of the Earth know that though my hand has been forced to bear the sword against Peter for the Honor and Security of Spain, I do not desire to break my friendly relations with any other nation. I hope that the consequences of this resolution will not be imputed to me before God or man, and that the other nations will form a suitable idea of this resolution, by comparing it to the conduct I have experienced on the part of the Prince-Bishop.
