Autumn, 1904: Even though I have the power to stalemate you here, you will eventually win this behind the line if I don't break through. We'll go another year or two but if I don't progress again you, I'll concede as it will tale some time to get to all the SCs you need with the units you have to spare.

GameMaster: France voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.
