Though there was some missed phases along the way that did bring it down. Sorry about that Italy. You suffered the most from that.

Italy went wrong in 1911. Should have been up 1 and probably 2 SCs in the Spain/Marseilles/Portugal area.

I think my ultimate mistake was that I didn't keep enough ships on the western front. Once England got the next reinforcement, I just didn't have the manpower to maintain a presence in the region.
