NP you need to think where are you going to get 18 SC's from. France Spain England & Germany give you 13 easy. Then focus on blocking the opponent from their easy ones if you can. In this one Austria, Scandinavia and Italy are up for grabs.
If you had contested Trieste and Vienna harder rather than dropping into Rome and built a fleet or two in the med... way different game.
