Spring, 1901: Do we cancel in his absence? Without Italy as a fourth dance partner, two of the A/R/T triangle will almost certainly gang up on the third and then we are left facing one juggernaut or the other. Plus France will be draw South possibly forcing Germany and Britain together.

I say we draw rather than cancel, thus punishing Italy for not signing in. He loses the points with the resignation.
