Spring, 1905: it takes a turn, but as long as your are in one of your SCs, you can transform from Army to Fleet and Fleet to Army.

GameMaster: Green voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.
