GameMaster: USSR voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.

My bad for missing the move today! I was home with the kiddos while my wife was at a school field trip with our oldest. I didn't eve think about this game! Sorry about that.
