I think England can get armies to a lot of different places a bit quicker - Turkey has to balance naval attacks and a long convoy chain, or to slog through the Balkans. I'm not sure how to tweak it though - you'd probably weaken England if the start position was altered.

Yeah, maybe have the army start in Liverpool instead of London. Then they only get two builds on the first turn, which might put them at too much of a disadvantage. So maybe start it in Wales? Then Turkey still has a chance for St. Petersburg?

Was just thinking - how about leaving England but giving Turkey their fleet in Smyrna? That way you can have a 1902 battle over Tunis and Tyrrhenian?
