17 Apr 21 UTC Autumn, 1863: In the US the president is decided on a state by state basis. Each state gets "influence" proportional to its population (California gets a lot Wyoming does not get a lot)

Each state holds an election to decide which candidate to give its "Influence" to. The candidate with the most influence wins.
