Autumn, 1911: It will probably end in a draw, but it's not a stable stalemate situation. I'd like to try for some more time. A good guess in autumn in the south would be 18, another fleet in the north might change the situation there as well.

Autumn, 1911: You will have to decide wether Prussia hold Berlin or Livonia every turn. Attacking Berlin risks Munich for me, but that would only mean a draw.

GameMaster: Austria voted for a Concede. If everyone (but one) votes concede the game will end and the player _not_ voting Concede will get all the points. Everybody else will get a defeat.
