In many games there is a clear coalition coming to victory. They plan to draw upon eliminating the remaining other states, and none intend otherwise. However, while smaller and certainly going to lose in time, the other states are defending quite tenaciously. Everyone simply wants the game to be over, and the remaining non-allied states know they've lost. Wouldn't it be more efficient to have the option for some players to concede to a draw of others? The states which concede recieve nothing and are effectively removed from the pot unless they un-concede, while the other states draw like normal.
