Well, he didn't actually accuse anyone of cheating. He asked if there was a way to look into the situation. General Cool answered him with a useful and polite comment, even if was one that just sweeps the problem under the rug. The player did not name names, countries, games, or specific moves. He's encountered a potential problem and was asking for help with it.
Specifically 'daboz78' you can click on the Moderators tab, and open a ticket to look into it. I recommend giving a detailed explanation of the moves that you suspect as coordinated outside the rules, and why you think that to be the case. As General Cool has noted it might simply be that the players are good gunboat players, and found a way to coordinate well. Take copious notes, build your case, and if you think you have one ask the moderators to investigate it. If players are cheating, they need to be strung up by their balls. And if they aren't, then no one will have been falsely accused, and people will not be looking to string you up.
